Recent updates to Florida’s AIDS Drug Assistance Program (ADAP) bring important improvements that expand access to care and restore critical services. These changes are designed to ensure individuals living with HIV can continue receiving the medications and support they need without interruption.
Below is the latest information about ADAP eligibility, coverage, and what this means for you.
What is changing with ADAP?
Florida has approved new funding through the state budget (HB 5001E), restoring and strengthening the ADAP program. These updates reverse earlier restrictions and expand access to medications and support services.
Who is eligible for ADAP now?
Eligibility has been expanded again. Individuals with a household income up to 400% of the Federal Poverty Level (FPL) now qualify.
For example:
- A single individual may qualify with an annual income of approximately $63,840 (2026 guideline).
What services does ADAP provide?
ADAP continues to support clients by providing:
- Access to HIV medications
- Assistance with insurance copays and deductibles
- Coverage for a full list of approved HIV treatments (formulary)
Are all HIV medications covered?
Yes. The ADAP formulary has been fully restored, meaning medications that were previously removed are now available again, including commonly prescribed treatments.
Does ADAP pay for insurance premiums?
No. ADAP does not cover insurance premiums.
However, the program does provide financial assistance with:
- Medication copays
- Deductible costs for eligible medications
What was different before this update?
Earlier in 2026, temporary restrictions reduced access by:
- Lowering eligibility to 130% FPL
- Limiting the list of covered medications
These changes have now been fully reversed with new state funding.
How long will these changes last?
- Temporary (bridge) funding supports ADAP through June 30, 2026
- New state funding supports the program from July 1, 2026 through June 30, 2027
How will ADAP services be delivered?
The program is focused on ensuring direct access to care through:
- Medication distribution
- Copay and deductible assistance
This structure helps ensure clients receive consistent treatment and support.
Will there be additional changes in the future?
Yes. The State of Florida will conduct a formal review of ADAP to evaluate:
- Program effectiveness
- Funding needs
- Medication coverage
