Important Information for Ryan White Clients

The Florida Department of Health made emergency changes to ADAP. These rules:

  • Lower income eligibility for ADAP medications to 130% of the Federal Poverty Level
  • End ADAP help paying for insurance premiums

These changes began March 1, 2026. Legal challenges are happening, but the rules are still active right now.

Restored Eligibility and Support Available

The state is expected to restore ADAP eligibility to 400% of the federal poverty level. This means many people who lost coverage may regain medication access through June 30, 2026.

However:

  • Insurance premium help is NOT coming back.
  • Some medications, including Biktarvy, are still not covered.

If you lost insurance support, you may qualify for a Special Enrollment Period (SEP) until April 30, 2026 to get a new Marketplace plan.

Care Resource encourages all patients to stay connected to care and speak with their Case Manager or medical provider for help with:

  • Staying on medications
  • Checking eligibility
  • Reviewing insurance options

What This Means for You

Your Care Resource services continue as usual. Do not change your insurance or provider without talking to us first.

Special Enrollment Period (SEP)

If your ADAP premium help ended on March 1, 2026, you may qualify for a Special Enrollment Period through the Affordable Care Act.

Key points:

  • You have until April 30, 2026 to choose a new health plan.
  • You may ask for your coverage to start March 1, 2026 to avoid a gap.
  • Care Resource will help compare plans and check if you qualify for other programs.

Frequently Asked Questions

Someone told me another group will pay my premium if I transfer my care. Should I switch?

Please talk to your Case Manager first. We will review your coverage and help you understand the impact.

Will my medications be affected?

Right now, there are no confirmed changes affecting medication access at Care Resource. Our pharmacy is giving 90‑day refills when possible. We will update you if anything changes.

Do I need to change providers to get premium help?

Not always. Each person’s situation is different. Speak with your Case Manager.

Is ADAP ending?

No. ADAP is still operating. Counties are discussing funding, but no final decisions have been made.

Where can I get updates?

This page will be updated when new information is available. You can also talk with your Care Resource team anytime.
