HOPWA Programs Support Eligible People from Housing Insecurity
Care Resource’s Housing Case Management Services Department offers assistance for Short-Term Rent, Mortgage, and Utility (STRMU) assistance in addition to Permanent Housing Placement (PHP) for those living with HIV and AIDS. These programs are integral components of the Housing Opportunities for Persons Living with HIV/AIDS (HOPWA) program. Administered by the Department of Community Affairs, HOPWA enables eligible people living with HIV/AIDS and their families to secure safe and sanitary housing in the private rental market.
Clients are connected with a team of dedicated housing case managers who cite years of addressing the needs of South Florida’s most vulnerable populations. Managers can further connect clients to wraparound services depending on their specific needs. These services include Comprehensive Needs Assessments (CNA) and Comprehensive Action Plans to identify client needs and focus on their personal objectives, referrals to treatment for substance use disorder (SUD) through strategic community partnerships, care coordination and referral for supportive services, and follow up and monitoring of the client’s well-being and stable housing status.
Current Housing Programs Offered at Care Resource
Miami-Dade County:
HOPWA Long Term: Through this program, The City of Miami provides assistance with 70% of the monthly rent for clients receiving Housing Case Management Services and who meet the program’s criteria. All clients must be referred through the city of Miami’s waiting list. The long Term Care Program works by subsidizing 70% of the household’s monthly rent while the client covers the remaining 30%.
Due to the success in managing The Long Term HOPWA Housing programs, the City of Miami awarded Care Resource’s Housing Case Management Department, additional 2020 State program funds to provide housing case management for the following programs:
- Short-Term Rent, Mortgage, and Utility (STRMU) assists clients with delinquent rent, mortgage, and utility payments, preventing homelessness.
- Emergency Short Term Rental Assistance: helps individuals with past due rent up to 21 weeks.
- Permanent Housing Placement (PHP): assists clients with moving assistance for first and last month rent in addition to the security deposit.

Broward County:
HOPWA – Housing Opportunities for People Living with HIV and AIDS: The Housing Department offers case management assistance for the following four programs for people living with HIV and AIDS in Broward:
- Permanent Housing Placement (PHP): assists clients with moving assistance for first and last month rent in addition to the security deposit.
- Short-Term Rent, Mortgage, and Utility (STRMU) assists clients with delinquent rent, mortgage, and utility payments, preventing homelessness.
- Emergency Short Term Rental Assistance: helps individuals with past due rent up to 21 weeks.
- The Rapid Re-housing Program (HPRP): assists for HIV+ or HIV negative residents of Broward County with support to pay first and last month’s rent and the security deposit. Individuals and families with an income who are experiencing homelessness may qualify for this program.

To be eligible applicants must be referred to the department by a participating HIV/AIDS service provider agency such as Care Resource, be receiving HIV/AIDS case management services, provide a medical professional’s verification of HIV/AIDS status, meet current Housing Opportunities Program (HOP) income guidelines and live within the metropolitan statistical area (MSA) to which they are applying.
This program is offered at NO-COST in Miami-Dade County and Broward Counties with documented HIV disease who meet eligibility requirements and other State HOPWA Program qualifications, and is available to new and existing clients of Care Resource Community Health Centers, Inc. DBA Care Resource, a registered 501(c)(3) nonprofit organization and a Federally Qualified Health Center (FQHC), providing comprehensive health and support services to address the full health care needs of South Florida’s pediatric, adolescent and adult populations, and is a recognized FTCA HEALTH CENTER program grantee under 42 U.S.C. 254b, and a deemed Public Health Service employee under 42 U.S.C. 233(g)-(n).
